The procurement will be made on behalf of the following municipalities in the Kongsberg region: * Notodden municipality * Flesberg municipality * Krødsherad municipality * Tinn municipality Notodden municipality is the host municipality for the procurement. The objective of the procurement is to enter into three framework agreements for the procurement of precipitation chemicals and chemicals for use in water treatment. Each sub-contract shall be awarded to one (1) tenderer. The same tenderer can be awarded several sub-contracts. The procurement ́s sub-contracts are: * Sub-contract 1: Marble * Sub-contract 2: Precipitation chemicals * Sub-contract 3: Polymer and chlorinated See the respective sub-contracts' descriptions for further details on the need. The entire procurement has a total estimated value of NOK 23,700,000 excluding VAT and including all options. The procurement ́s maximum value is NOK 35,400,000,000 excluding VAT and including all options. The financial limit is distributed as follows per sub-contract: Sub-contract 1: * Estimated value: NOK 1.4 million excluding VAT, including all options. * Maximum value: NOK 2 million excluding VAT, including all options. Sub-contract 2: * Estimated value: NOK 17.5 million excluding VAT, including all options. * Maximum value: NOK 26.2 million excluding VAT, including all options. Sub-contract 3: * Estimated value: NOK 4.8 million excluding VAT, including all options. * Maximum value: NOK 7.2 million excluding VAT, including all options. The framework agreements will be valid for two (2) years from when the contract is signed. Thereafter the framework agreement can be renewed for one (1) year at a time, up to six (6) times. Each municipality will choose whether the framework agreements shall be extended. The maximum duration of the framework agreement is eight (8) years.

Price, The procurement is for chemicals and chemicals for water treatment at municipal waterworks and treatment plants. The products ́ primary function is to clean drinking water and prevent discharge to waterways. The products are industrial chemicals with a fixed composition regulated by product standards and the drinking water regulations. The contracting authority does not have the possibility to influence the product design, production process or climate footprint through its requirement specifications. There is, therefore, not a real basis for differentiating between tenderers on an environment based award criteria for the products. Transport and logistics connected to the delivery of the products is the part of the delivery that the contracting authority can influence. The contracting authority has therefore chosen to set minimum requirements that all distribution shall occur with vehicles that as a minimum fulfil the Euro 6 emission standard and that the vehicles shall not be left unnecessary when idling for delivery. The contracting authority has determined that electrical operation of the vehicles cannot be required, as distribution of treatment chemicals to partly remote installations, under varying conditions and in extraordinary events, requirements for range and operational safety such as electric heavy vehicles at the time of publication cannot be met. The contracting authority deems that consideration to security of supplies and stand-by for socially critical water infrastructure is a justifiable and proportional justification for utilising the exception in FF § 7-9 (3) in this procurement.
