Descriere
Trondheim municipality carries out the competition electronically via the Mercell portal. This document describes how the process is carried out. Information described in Mercell, such as the qualification requirements, requirements and award criteria, will, with some exceptions, not be repeated in the competition rules and will be included as a part of the tender documentation. The tenderer is responsible for ensuring that information registered in Mercell during the competition period, changes to deadlines, additional information etc., will be distributed to those who require this.

Cum se decide atribuirea
The evaluation is based on the tenderer ́s descriptions in "Annex 2" the tenderer ́s solution description. For evaluation of the award criteria quality, we will particularly emphasise the tenderer ́s ability to offer a user friendly software that each employee can use to get started quickly, without comprehensive training. We would like the software to have a minimum of manual operations to make the mappings ready for use., The hourly rate shall be in the price annex, see "Annex 3". The price stated shall be excluding VAT. VAT. Regarding costs for travel and stay, this will be added to the hourly rate for the implementation of mini competitions if there is a need for travel activity. The price will be evaluated over 3 years. A linear method will be used based on the following formula for the evaluation of the award criteria price: Points score = 10 - 10 x (Pe – Pb)/Pb where Pe is the price in the tender that is evaluated and Pb is the tender with the lowest price.
