K1: Tender sum - The inspection calculated tender sum will be used as the tender sum (K1) in the calculation of the tender sum., K2: Climate and environment - K2.1: Climate, K2: Climate and environment - K2.2: Environment, K3: Resources - K3.1, K4: Winter operations - K4.1, The procurement is for an operational contract for Drammen 2027-2032. Mime number 25/339019. According to loa § 5b, the contracting authority shall take climate and environment into account in all procurements in order to reduce the procurement ́s total climate footprint and environmental impact. In procurements, the contracting authority that weights the award criteria, shall weight climate and environmental considerations with a minimum of thirty percent. If the contracting authority sets the award criteria in prioritised order, climate and environment considerations should be among the three highest prioritised. Award criteria for climate and environment can be replaced or combined with climate and environmental requirements in the requirement specification if this gives a better climate or environmental effect. This shall be justified in the procurement documents. The climate and environmental impact of this contract is particularly related to fuel and energy use from vehicles, machines and equipment, transport and material use in the ongoing operational assignments. The environmental impact is also linked to consumption of salt and other currents, risk of unnecessary salting, use of pesticides, handling foreign harmful species and carrying out cleaning and greenery work.  The contracting authority has assessed how climate and environmental considerations can best be taken care of through a combination of binding requirements and the award criteria K2 Climate and environment. The competition is planned to be carried out as a negotiated procedure so that the tenderers ́ offered systems can be clarified and improved within the competition rules. The tender documentation includes an award criteria that deals with both climate and the environment. The total weight of the award criteria is estimated to be approx. 20%. The award criteria has two sub-criteria, one of which deals with climate and prizes for emission reduction for the contract's most emission relevant activities. The second sub-criteria concerns the environment and prizes the tenderers ́ activities to ensure timely, accurate and "correct" salting and gritting. In combination with this, the contract ́s chapter. C2-C4 several climate and environmental requirements. This applies, among other things: * C2 point 30.2: emission reducing methods, machines and equipment. * C2 points 30.4 and 30.5: Reuse, recycling and at least 80 percent sorting degree. * C2 points 30.7 and 30.8: environmental declarations and reporting energy consumption. * C3 points 6.4.3 and 6.5.5: concrete salt routines, calibration, material reporting and automatic data acquisition. * C3 points 6.5.6 and 6.5.7: chemical use, reuse and recycling of snow sticks. * C4 point 4: Requirement for maximum greenhouse gas emissions from salt. * C4 point 5: ban on plant protection agents without special permission and requirements for an approved water source. * C4 points 8.3 and 8.4: special planning and competence for greenery and cleaning. The binding climate and environmental requirements shall ensure a common minimum level that all tenderers must fulfil throughout the entire contract period. The requirements include, among other things, limitations in the use of pesticides, particularly handling foreign harmful species, the use of water from publicly certified waterworks or a tap place and requirements for planning and following up greenery and cleaning work. In addition, a requirement for maximum greenhouse gas emissions for salt has been set for this contract, pending the Norwegian Public Roads Administration to revise/adjust the device with the weighting and awarding of salt as part of the tenderer ́s climate gas budget. For climate, the tenderer shall keep contract specific climate gas accounts, document actual emission factors and report monthly. The accounts shall be transparent, verifiable and verifiable. The contract includes economic mechanisms for following-up the offered climate and environmental obligations, including a climate bonus and deductions from the climate gas budget, as well as deductions from obligations under K2.2 Environment.  In this procurement, the combination of award criteria and requirements is assessed to provide better climate and environmental effect than to leave the entire effect to the competition under K2 Climate and Environment alone. The minimum requirements will have a safe effect on areas where the contracting authority already knows the necessary measures and the wanted minimum level for delivery. K2 Climate and environment also gives suppliers room and economic motivation to offer further emission reductions. The follow-up, reporting, bonus and withdrawal mechanisms make both the requirements and the offered added value measurable and enforceable in the contract period.  Based on this, the contracting authority considers that climate and environmental considerations are best taken care of in this procurement by combining binding climate and environmental requirements with the award criterion K2 Climate and Environment. The requirements are aimed at known and central climate and environmental impacts and ensure a mandatory minimum level, whilst the criterion is used to outsource further documentable and binding excess value. Combined, this provides greater security for actual effect throughout the contract period and better options for follow-up than if climate and environmental considerations were only safeguarded through the award criterion K2 Climate and Environment.
