Straight from the publisher
Every notice arrives through the portal's own data interface, which is what makes the details on it worth bidding against. The deadline you read is the deadline the buyer filed, and the notice itself is one click away.
Above and below the EU threshold
Any contract above the EU threshold has to be advertised EU wide, and that is what TED carries. Everything below it is published nationally instead. The threshold is high enough that most of the work a smaller company can staff and deliver never reaches TED at all. That is the half of the market the national portals open up, and the reason they sit on the paid plans.
More portals are on the way
Each country publishes differently, so every national portal is its own piece of work. Requests decide the order they arrive in, and telling us which portal your buyers use is the fastest way to move it up.
