Why not just search TED yourself

You can, and the site is free. The difficulty is volume and language. TED carries tens of thousands of open notices at once, written in every EU language, by buyers who each describe the same work differently. A keyword search returns either far too much to read or, worse, quietly nothing, because the notice you needed called it something else. Reading by meaning is what turns that volume into a short list you can act on.

Above and below the EU threshold

Any contract above the EU threshold has to be advertised EU wide, and that is what TED carries. Everything below it is published nationally instead. The threshold is high enough that most of the work a smaller company can staff and deliver never reaches TED at all. That is the half of the market the national portals open up, and the reason they sit on the paid plans.
