Критерият за възлагане се прилага за оценка на офертите, които съответстват на предварително обявените от Възложителя условия и са подадени от Участници, за които не са налице обстоятелствата за отстраняване по чл. 54, ал. 1, чл. 55, ал. 1 и чл. 107 от ЗОП. Ценовото предложение на Участник, чиято оферта не отговаря на изискванията на Възложителя не се отваря.
