How the award is decided
Price, This procurement is for a framework agreement for inspections, service and maintenance of fire protection equipment and fire technical installations, as well as the procurement of new equipment/products and/or materials as needed. The most important climate footprint and environmental impacts in this procurement are driving to and from the properties and emissions in connection with. production and waste generation in connection with. equipment/products and/or materials procured. Concrete environmental requirements are set in the competition in order to reduce the total climate footprint and environmental impact. It is apparent from the products/equipment/material that there may be a need to replace, it is apparent that fire extinguishing apparatuses are possible to reduce the environmental impact in connection with. generation of production and waste by using re-used extinguishing apparatuses. It is therefore a requirement that when replacing the extinguishers, re-used apparatuses shall be procured, unless there are special reasons why this cannot be done. Surveys have been carried out in the market on re-used extinguishers. Re-used/reconditioned powders and CO2 extinguishers are available in the market for all Norway. Furthermore, there are requirements for 100% emission free vehicles. The requirements are set at a level where the potential for further climate and environmental gains through a competition for award criteria is limited. An award criteria will therefore not be able to contribute to providing better climate and environmental performance than these stipulated requirements. Based on this, the terms for utilising the provision in the Norwegian Public Procurement Regulations § 5 b second paragraph of the third period are being assessed as fulfilled. Statsbygg is therefore exempted from the obligation to weight climate and the environment with a minimum of 30 percent or prioritise this among the three highest weighted award criteria. REQUIREMENTS FOR RE-USED EXTINGUISHERS Tenderers shall offer certified and certified re-used/reconditioned fire extinguishing apparatuses when powder and CO2 extinguishers are procured. Re-used apparatuses shall fulfil the same function and safety requirements as new apparatuses and be certified in accordance with the current rules and standards. Foam extinguishers without PEFAS are not included in the requirement. Sales of foam extinguishers with PFAS are prohibited in October 2026, and foam extinguishers containing PFAS are not allowed to re-use them for foam extinguishers without PFAS. It will, therefore, be a few years before there will be a considerable proportion of reused foam extinguishers without PFAS on the market, as the first participants adopted foam extinguishers without PFAS just a few years ago. DOCUMENTATION OBLIGATION WITH EXCEPTIONS FROM THE REQUIREMENT DUE TO LACK OF AVAILABILITY: If the re-used apparatuses cannot be offered in each call-off, the tenderer shall deliver new ones. Tenderers must substantiate in these cases why the requirement has not been complied with. The documentation shall as a minimum contain: · The extent and type of extinguishing apparatuses that are replaced. · Description of which market participants have been investigated and when this was carried out. · Reason why re-used devices are not offered The contracting authority reserves the right to request further documentation if the account is deemed inadequate. REQUIREMENTS FOR ZERO EMISSION VEHICLES All vehicles with a total weight of up to 3,500 kg that shall be used in the assignment in this contract shall use emission free fuel technology, i.e. electric or hydrogen driven vehicles. The requirement covers any property attendance under the contract. The transition to vehicles with the above mentioned fuel technologies shall be included in the price for the assignment. WASTE MANAGEMENT It shall be ensured that waste is brought to a legal waste facility, so that it either ceases to be waste or otherwise comes in handy by replacing materials that would otherwise be used. Defective fire extinguishing apparatuses shall be delivered to a waste facility that ensures that they are sent on for evaluation for re-use., This procurement is for a framework agreement for inspections, service and maintenance of fire protection equipment and fire technical installations, as well as the procurement of new equipment/products and/or materials as needed.
