Description

The Port of Oslo (HAV) has received support from Enova for an on-shore power plant at Kneppeskjær. The facility must meet the requirements in the award letter from Enova. This includes i.a. the requirements in NEK IEC PAS 80005-3. The supplier of the land power system and power cabinets has already been awarded, and work on the quay has begun. The land power plant shall supply the ship at Kneppeskjær quay on Sjursøya. The kneppeskjær quay is divided into two parts: east and west. There shall be three extraction cabinets and dimensioned for an output of 1600 kVA at 690 V and 50 Hz. This procurement is for the procurement of three cable management systems (CMS, Cable Management System) that shall be used to connect the cables between the socket cupboards/interface cabinets and the ships. This includes 1 cable tower for CCS ships and 2 mobile cable handling systems. The term CMS will be used as a generic term for the three cable handling systems. The procurement also includes a three year service agreement for the cable tower and a three year service contract for the mobile cable handling systems. In addition the procurement includes the following options: Option 1: 2 mobile cable management systems. Option 2: Connections after trial operation Option 3: Spare plugs Option 4: Blind contacts Option 5: Guarantee Option 6: Service contract The tenderer is required to be coordinated with the supplier of the land power system (Powercon). The contracting authority would like the mobile cable management systems and the cable tower shall be delivered as soon as possible, at the latest within 12 months after the contract has been signed. Tenderers shall, as part of their tender, state the delivery time for cable towers and the mobile cable management systems.

How the award is decided

Price, Technical solution cable towers, Technical solution, mobile cable management system, Implementation plan and delivery time, The contracting authority considers that, for this procurement, the best climate and environmental effect will be achieved by setting climate and environmental requirements in the requirement specifications and as qualification requirements, and in this competition has chosen to use climate and environmental requirements rather than award criteria to safeguard environmental considerations, cf. the regulations § 7-9 fourth paragraph. It is unclear what tenderers can deliver on the environmental criteria in this procurement. Many of the tenderers are foreign, and the variations in reporting standards, documentation practice and regulations make it challenging to compare offers on climate and the environment in a fair way. By evaluating environmental performance as the award criteria, one risks favouring some suppliers, for example Norwegian actors, without necessarily giving a real environmental benefit. The climate and environmental impact connected to this delivery is further assessed as relatively low. The main activities are limited to rigging and operation of CMS with limited travel needs, few persons involved and the possibility for digital operation and monitoring. This reduces the total climate footprint. Setting concrete environmental requirements, rather than using the environment as the evaluation criterium, ensures that all tenderers adhere to the same obligations and standards. This gives greater predictability, equal treatment and guarantees actual environmental effect, instead of baseing the assessment on judgemental and potentially little comparable information. Environmental considerations should therefore be taken care of through clear minimum requirements, rather than as the award criteria. These minimum requirements will apply: 1. Remote monitoring and digital monitoring: The system shall enable remote monitoring and error recovery via a network connection, see Annex 1 the Contracting Authority ́s requirement specifications point 3.6. 2. Waste management: Waste from the work shall be sorted in accordance with the Oslo Port ́s sorting programme. The tenderer is responsible for delivering all waste to a certified landfill site, see Annex 1 the Contracting Authority's requirement specification point 1.4. 3. Qualification requirement for environmental certification: Tenderers shall describe their environmental management measures or be certified in accordance with recognised environmental management systems, for example ISO 14001 or equivalent, see qualification and tender documentation point 4.2.4. 4. Qualification requirements for due diligence assessments: Tenderers shall have implemented systems and routines for due diligence assessments in accordance with THE UN ́s guiding principles and OECD ́s guidelines, see the Qualification and tender documentation, point 4.2.4. 5. Member of a recycling scheme for packaging: Tenderers shall document membership in one of the recycling companies for packaging that is approved by the Norwegian Environment Agency, see the Standard Contract Terms, point 4.5.
