How the award is decided

Award criteria, The work will be carried out on bridges with a very varying location and extent. This is from densely populated areas with good access to infrastructure and charging facilities to bridges in district areas with long transport distances and limited access to charging infrastructure. The climate and environmental impact of this procurement is mainly related to the transport of personnel and equipment between the work locations, the use of machines and vehicles for the execution of maintenance work, production and transport of materials such as steel, concrete and surface treatment products, as well as handling waste when renovating existing structures. Due to the contract ́s geographical extent and that the work shall be carried out in both densely populated areas and on bridges with limited access to infrastructure, the climate and environmental impact will vary considerably between the individual call-offs. At the time of the notice, it is not known how much will be covered by each call-off, the extent of the work or what local conditions will apply. The contracting authority therefore considers that it will be demanding for tenderers to prepare realistic, substantiated and comparable climate and environmental measures that can be evaluated as the award criterion for all possible future call-offs under the framework agreement. The most important climate drivers in the contract are transport of personnel and equipment, use of machines and vehicles, material use - especially concrete and steel - as well as handling waste and pollution. These conditions are addressed through concrete climate and environmental requirements in the tender documentation and contract. The contracting authority requires, among other things, that minimum 100% of the light vehicles (passenger cars and light goods vans) that are used in the contract shall be emission-free. Furthermore, there are requirements for emission level for machinery and other vehicles, use of low-carbon materials where technically and economically responsible, requirement for environmental declaration (EPD) of documentation of climate and environmental impact, as well as requirements for waste handling and prevention of emissions to soil and water. C4 Point 2.1 Requirement for vehicles and machines, the following shall be added: There shall be 100% zero emissions for light vehicles and on average 70% zero emissions for heavy machines/vehicles. These requirements will be in each call-off/mini-iconury, and any deviations will be stated in these call-offs. Transport of personnel in particular is considered to be a significant source of emissions in the contract. The requirement that a minimum of 100% of the light vehicles shall be emission free therefore gives a direct and documentable reduction in greenhouse gas emissions. The market is assessed as sufficiently mature to fulfil this requirement, at the same time as taking the requirement into account the contract ́s geographical extent and the challenges arising from work on bridges with limited access to charging infrastructure. Electric driven equipment and machines can be used to a greater degree for bridges in areas with available infrastructure and sufficient network capacity. For bridges in more remote areas, the requirements are adapted to market maturity and available infrastructure, at the same time that the best available systems are required. Concrete can be an important climate driver in the contract, so the concrete used shall as a minimum be low carbon concrete class B or higher where special quality requirements do not prevent this. An assessment is made that the procurement's most significant climate and environmental impacts are addressed through the concrete requirements in the contract. The requirements apply for all call-offs under the framework agreement, ensuring that climate and environmental considerations are taken care of throughout the entire contract period. Based on this, climate and environmental requirements in the requirement specifications and provisions in the contract are assessed to provide a better climate and environmental effect than the use of climate and environment as the award criteria. According to the Public Procurement Regulations § 7-9 fourth paragraph, climate and environmental requirements can be used instead of climate and environment as the award criteria when this gives a better climate and environmental effect. We consider this to be the case for this procurement. By setting concrete and binding climate and environmental requirements for all call-offs under the framework agreement, a broader and more predictable climate and environmental effect is achieved than by using climate and the environment as the award criterion. This justifies the use of climate and environmental requirements in this procurement.
