Description
Background The contracting authority needs to continue a well-functioning system for handling porcelain and ceramics received at the recycling stations. The current contract expires 31.12.2026 and a new contract is therefore required to ensure continuity of the service. The fraction includes i.a. toilets, sinks, plates, drinking glasses, shower doors and tiles etc. It is important for the contracting authority that the system contributes to stable and predictable operation at the recycling stations and that the waste is handled in a way that facilitates traceable treatment and documented material recovery. Estimated annual amount: 500 tons. Description of the assignment The procurement concerns a complete system for container management, transport and treatment/material recovery of porcelain and ceramics from the Contracting Authority's recycling stations. The delivery shall include the necessary deployment and follow-up of containers, collection and transport as needed, as well as receipt and treatment of collected fraction. The system shall be dimensioned for a moderate and even volume across the recycling stations. It is assumed that the tenderer can ensure regular and needs controlled emptying in order to avoid interruptions to operations at full containers. Furthermore, the system shall support separate handling of porcelain and ceramics, as well as provide a basis for traceability and documentation for further treatment and material recovery.

How the award is decided
Evaluation of a total price model for container management, transport, collection/emptying and processing/material recovery. The unit prices shall include the necessary costs, fees and duties connected with the execution of the assignment. This includes, for example, environmental duties, incineration fees, manpower, vehicles, insurances, toll money, costs associated with back-up and stand-by, necessary administration, HSE, quality assurance, security. The unit prices shall apply regardless of when of the 24 hour work is carried out and regardless of the amount of work per work operation. The unit prices shall also apply for. any deviation from the estimated and historical amounts, unless the variations significantly exceed what the tenderer should consider, cf. the requirement specifications and contract provisions on changes. The estimated amounts are tons/quantities per annum., Loa § 5b states that the contracting authority shall take into account climate and environment in all procurements in order to reduce the procurement ́s total climate footprint and environmental impact. It is also stipulated that if one weights the award criteria, climate and environmental considerations shall be weighted with a minimum of thirty percent. The award criteria can, however, be replaced or combined with climate and environmental requirements in the requirement specifications if this gives a better climate or environmental effect, and this shall be justified in the procurement document. The most significant climate and environmental impact of this procurement is: waste use and transport. The Contracting Authority has chosen to set minimum requirements for vehicles and recycling of materials. The requirements set in the requirement specification are set at a level that reduces the most significant climate and environmental impact and is in the upper layer of what the market can deliver. If the requirements are turned into award criteria, there is an increased probability that products and systems will be used with greater climate and environmental impact. The contracting authority therefore believes that having strict minimum requirements for climate and environmental impact will clearly give a better climate and environmental effect than assessing climate and environmental considerations as the award criterion. In addition tenderers are required to have an environmental management system. It is therefore the contracting authority ́s assessment that the aim in §5b is best safeguarded in this procurement by setting requirements.
