Description
The purpose of this procurement is to establish a new fire station in Oslo South to replace the current Kastellet fire station and strengthen emergency response coverage in the south-eastern part of Oslo. Following a feasibility study and assessments, it has been decided that the fire station will be established at Ljabruveien 125. The address is part of property ID (gnr.) 186, sub-property ID (bnr.) 1—an undeveloped section of the plot that was zoned for this purpose in 1991. The fire station is to be sized for 40 employees, including 10 personnel on 24-hour standby, with six bays for fire trucks in the garage (vehicle hall), as well as storage areas and a wash bay. In addition, there will be changing facilities, technical areas, office space, exercise areas, rest rooms, and common areas.

How the award is decided
Price, Competence and experience of proposed personnel, Understanding of the assignment, In this procurement, the environment is not weighted at 30% as an award criterion (pursuant to the general rule in Section 5b, second paragraph, of the Public Procurement Act). A decision has been made to set strict minimum requirements regarding the environment; in our assessment, this will clearly yield a better environmental outcome than using the environment as an award criterion with a 30% weighting. Pursuant to Section 5b, second paragraph, of the Public Procurement Act, the Contracting Authority is required to provide a justification for this in the procurement documents. The justification is provided below. Requirements have been set for an emission-free construction site, meaning all construction machinery and equipment used on-site must be emission-free. Electricity or other zero-emission technology must be used for any drying or heating required at the site. All vehicles used must be zero-emission vehicles or biogas-powered vehicles. This applies to all transport associated with the project, including the transport of excavated material to and from the site, as well as all other transport of materials, machinery, and waste. A bonus system is in place to encourage the use of zero-emission vehicles weighing over 3.5 tonnes, with a distinction made between the transport of excavated material and all other transport. These requirements will reduce greenhouse gas emissions and local air pollution from machinery and vehicles. Extensive reuse is planned, with particular ambitions regarding façade materials. Rooftop solar panels are also included in the plans. A specific project requirement has been set regarding maximum greenhouse gas emissions from materials, mandating the use of—among other things—"extreme" low-carbon concrete.The administrative section of the fire station must meet the Nearly Zero-Energy Building (nZEB) standard.Strict guidelines have been established for waste management at the construction site, including a 90% requirement for source separation. Targets have been set for low waste volumes (maximum 25 kg of construction waste per m² of usable floor area) and a high rate of material recycling (70%). A bonus/malus scheme will be employed to incentivize the achievement of these targets. This will contribute to reduced raw material extraction and lower greenhouse gas emissions.The aforementioned requirements are anchored in the project’s environmental follow-up plan (MOP).
