Description
Kåfjord municipality shall procure up to 12 electric passenger cars for the home service. The vehicles shall replace the municipality ́s current vehicles in the service. The procurement includes four vehicles with delivery at the end of 2026/the start of 2027, with an option for a further 8 vehicles later in 2027. The options are unilateral for the contracting authority and are subject to budgetary coverage. Delivery to Birtavarre. The vehicles shall have operation on all four wheels and a minimum 450 km range according to WLTP. They are used for patient orientated work with transport of medicine, consumables and refrigerated equipment, in scattered areas with winter transport for much of the year. The delivery also includes a service package for five years, two complete sets of wheels per vehicle and training of the vehicle manager. The economic limit is NOK 2 million including VAT for the basic delivery. The municipality reserves the right to reduce the number of vehicles in order to keep the procurement within the limit.

How the award is decided
Price, Quality, Delivery, The procurement concerns vehicles for the home care service. Climate and environmental considerations are taken care of as absolute requirements in the requirement specifications, not as weighted award criteria. The requirement specification requires that the vehicles are battery electric with zero emissions, cf. the regulations on energy and environmental requirements when procuring vehicles for road transport. In addition there are requirements for heat pumps, preheating of coupes and batteries, a range of minimum 450 km after WLTP and normal charge intake of minimum 11 kW. The requirements ensure that the vehicles can actually be operated electrically throughout the year under the climatic conditions in Kåfjord and that they are charged on ordinary network withdrawal at the base. All tenders will therefore be zero emission vehicles. A weighting of climate and environmental considerations as the award criterion would therefore not have given real environmental effect, as the criterion would not sign between the tenders. The requirements in the requirement specifications are assessed to give a significantly better climate and environmental effect than weighting.
