How the award is decided

Price, Understanding of the assignment, Pursuant to Section 5b of the Norwegian Public Procurement Act, award criteria relating to the environment may be replaced or combined with climate and environmental requirements where this results in a better climate and environmental impact. The framework agreement primarily covers maintenance of fire alarm systems. The performance of such assignments involves significant transport activity, and it has been assessed that this constitutes by far the largest source of environmental impact associated with the agreement. In order to reduce these emissions, Oslo Municipality's standard contractual requirements for transport have been applied, requiring suppliers to use zero-emission vehicles when carrying out all contract works. By establishing the use of zero-emission vehicles as a binding contractual requirement, rather than using it as an award criterion, it is ensured that all suppliers entering into the framework agreement actually operate using zero-emission vehicles. A model in which the proportion of a supplier's zero-emission vehicle fleet is rewarded in the evaluation would not provide the same guarantee, as suppliers with partially fossil-fuel-powered vehicle fleets could still be awarded a contract. This approach therefore contributes to minimising the framework agreement's main source of emissions in a more effective and predictable manner. On this basis, it is considered that including the environmental requirement as a contractual requirement rather than as an award criterion provides a better environmental impact.
