16 Nov 2026

Description

The aim of the framework agreement is to cover the agency's ongoing need for external assistance regarding calculation of costs with uncertainty analyses, connected to the development of public infrastructure. There will mainly be grey-blue-green measures, such as streets, pedestrian and footpaths, footpaths, squares, parks and footbridges, streams and surface water systems that shall be cost calculated. However, there can also be cases where the infrastructure measures below the ground are cost calculated, such as other water and sewage systems and measures such as moving power lines. Some other types of cost calculation assignments can occur.

How the award is decided

Hourly rates, "Competence and experience" and "Reference Reports", Pursuant to Section 5b of the Norwegian Public Procurement Act, contracting authorities are required to give climate and environmental considerations a weighting of at least 30% in public procurements. This requirement does not apply where, by its nature, the procurement has an insignificant climate footprint and environmental impact, cf. paragraph 3 of the provision. The most significant environmental impacts associated with this procurement are considered to arise from the consultant's general business operations, such as the provision of office space and equipment, energy consumption, and waste generation. These are generic impacts related to ordinary office-based activities and are not specific to the subject matter of the procurement, namely the provision of cost estimation and uncertainty analysis services. In any event, such impacts are addressed through the qualification requirement relating to the tenderer's environmental management system. On this basis, the conditions for applying the exemption set out in paragraph 3 of Section 5b of the Norwegian Public Procurement Act are considered to be fulfilled. The contracting authority also refers to the guidance published by the Norwegian Agency for Public and Financial Management (DFØ), in particular section 6.4.1 concerning procurements which, by their nature, have an insignificant climate footprint and environmental impact.
