K1 Assignment Description, K2 Personnel and organisation, K3 Price, The procurement is assessed exempted from the requirements for climate and environmental considerations in accordance with the Norwegian Public Procurement Regulations § 5b, as it has, in its nature, an immaterial climate footprint and environmental impact. The nature of the procurement is consultancy and consultancy services, which are mainly digital deliveries, including analysis, engineering design, planning and documentation, where the end product is typically drawings, models, calculations and reports. Such services are characterised by low material use and limited resource consumption in the implementation and with minimal climate footprint. Any emissions connected to the execution will mainly be indirectly connected to the consultant ́s/consultant ́s travel activities. This is considered to be of a limited extent and not a significant consequence of the delivery itself. Furthermore, much of the work can be carried out digitally, further limiting the climate footprint. Consultancy and consultancy services are, in accordance with DFØ guidelines, to have a climate footprint and an immaterial environmental impact, as the assessment elements included in typical procurements within the nature normally do not have a large footprint or do not have sufficient connection to the delivery of the consultancy/consultancy service. However, some of the assignments under the framework agreement can include a limited extent of operative field activities, such as carrying out ground surveys. The contracting authority has therefore assessed, but it was not appropriate to set climate and environmental requirements in the requirement specifications, for the following reasons: * The extent, drilling points, ground conditions and access are first known when planning each call-off. * Completed market surveys suggest that the market for electric geotechnical drilling rigs to major infrastructure projects is still limited and suitability must be assessed concretely per drilling site. * Battery capacity and charging/replacement need must be weighed against productivity, increased terrain intervention due to higher weight and the risk of unnecessary damage to the ground.
