Description
Background and purpose Rogaland brann og redning IKS would like to enter into a framework agreement with several suppliers for the procurement of fuel from stations (diesel and petrol) to the contracting authority ́s vehicles, which includes passenger cars, goods vans and fire engines. Description of the assignment The contracting authority needs to enter into a framework agreement for fuel from stations. There shall be one main supplier and several sub-suppliers. The delivery shall include: - Fuel from stations and various to Rogaland fire and rescue IKS The main objective of the competition is to enter into a framework agreement for the purchase of diesel, petrol and AdBlue from stations. Some of the contracting authority ́s units may also procure products and services for the daily operation of the vehicles, vehicle nursing products, engine oils, accessories and kiosk merchandise. As well as quick charging of electric vehicles at the station(s) for official journeys. Rogaland brann og redning IKS has emergency vehicles and administrative vehicles. Vehicles connected to the stand-by department are divided between different fire stations as stated in the requirement specification. All the vehicles shall be able to refuel at all the tenderer ́s stations. Administrative electric vehicles are stationed at the main station and charged there. There is a need for quick charging for official journeys. The contracting authority must, based on the nature of the company and a large geographical dispersion of our locations, reserve the right that the chosen main supplier cannot be one supplier for our vehicles at all fire stations due to stand-by considerations. The contracting authority is uncertain as to the total extent of the procurement, but estimates that the total contract value for the entire contract period may be in the range of NOK 200,000 excluding VAT. NOK 7,000,000 – 9,000,000 excluding VAT. This is an estimate and it shall not carry any obligations for the Contracting Authority or rights for the Tenderer. Subject to changes in volume as a result of changed financial framework conditions, organisational changes and inter-municipal activity. See the requirement specifications for further details. To ensure appropriate accessibility and short distance/stand-by considerations for the fuel supplier, direct contracts can be signed with local suppliers near the smaller fire stations in the district.

How the award is decided
Under this criteria, associated requirements will be assessed., The price form will be assessed under this criteria., It is in accordance with the Public Procurement Act § 5b 2nd section that the contracting authority can replace climate and environmental consideration as the award criteria with climate and environmental requirements in the requirement specifications, if this gives a better climate and environmental effect, and this is justified by the procurement documents. The Contracting Authority has determined that this is the case for this procurement. Production, distribution and The sale of fuel is strictly regulated and there is little variation in the environmental performance between suppliers. An award criteria on the environment will therefore have limited real impact on energy. Environmental requirements are instead set in the requirement specification, which gives a more direct and predictable climate effect. Amongst other things, there are: - a short distance requirement from the contracting authority ́s locations to the fuel stations, which reduces the transport need and the accompanying emissions for the Contracting Authority. - The tenderer is required to deliver statistics showing the calculated CO₂ emissions per litre. Based on this, the contracting authority considers that the climate and environmental requirements in the requirement specifications provide better climate and environmental effect than if the environment was weighted as the award criteria by 30%.
