Description

Procurement of workwear and protective clothing, including rain wear, protective equipment and shoes for use in technical services, building and construction, cleaning, schools and nurseries etc. The procurement shall cover the contracting authorities ́needs for such products and we would like a tenderer who can offer a broad assortment in the requested product categories. A contract shall be signed for the entire assortment within the following categories: Workwear and protective clothing, including rainwear and shoes, workwear accessories and protective equipment. Both women's and men's models/sizes shall be delivered.

How the award is decided

Price, Quality, Environmentally labelled products, The climate and environmental risk list for DFØ states very high climate intensity for the clothing, footwear, luggage articles and accessories category. DFØ also highlights large consumption of water, energy, health and environmentally damaging substances and other resources in the production, as well as large amounts of waste from textiles (1). DFØ points out that the greatest environmental impact for textiles comes from the production, and concludes the importance of extending the textiles ́ lifetime (2). The contracting authority sees an increased lifetime as the most important climate and environmental measure when procurements textiles and uses a combination of minimum requirements and criteria to achieve good climate and environmental effect. We have minimum requirements for repairs and special adaptation of clothing and that the products shall be of consistently good quality. We believe this, together with climate and environmental requirements for transport and packaging, is well suited as a minimum requirement that all tenderers can fulfil. The minimum requirement is chosen because we want good climate and environmental standards to form the basis and that no contract will be signed without these elements. It is important that a measure that repairs are not outperformed by a low price. In addition we would like a contract with a tenderer who works systematically with climate and the environment and has, therefore, set qualification requirements on environmental management. Climate and environmental considerations are also included in the award criterion for environmental labels that are weighted 15 percent. By requesting environmentally labelled textiles, we achieve a reduced climate and environmental impact in the production and a quality that contributes to an increased lifetime. Type 1 environmental labels such as the Swan Ecolabel and the EU flower are given extra weight, as there are marking schemes with a uniform approach to climate and the environment, while also less comprehensive environmental labels are paid off. Eco-Tex Standard 100 is a widespread brand in the textile industry and a brand that focuses on avoiding the use of harmful chemicals. We believe that environmental labels are better suited as an award criterion than the minimum requirement, as we expect greater variations between relevant tenderers than in regard to repairs, special adaptations, quality, transport and packaging. The minimum requirements for climate and environment are supplemented with an award criterium that promotes environmentally labelled textiles, which means that Bergen municipality believes to meet the requirements in the Procurement Act § 5b. We believe that the effect of the minimum requirement and award criteria altogether exceeds the effect of putting all the environmental requirements into an award criteria weighted 30 percent.
