Description
The procurement is for the establishment of a framework agreement for the procurement of electronic locks, alternative access systems, spare parts, accessories and other necessary materials for use in Bergen municipality ́s health and care services. The systems shall be able to be integrated with the municipality ́s existing system for the administration of electronic locks and access management (Unloc/Opencare). The objective is to ensure a standardised and reliable system that supports efficient access management and facilitates good management, flexibility and sustainable use of resources in the contract period. The municipality ́s existing locks, key boxes and relays shall be replaced during 2026 and 2027. This agreement shall therefore facilitate the procurement and replacement of a significant number of locks in the initial phase of the agreement period, at the same time as it shall cover the ongoing need for electronic locks, alternative alternative access systems, spare parts and other necessary material.

How the award is decided
Price, Climate, environment and quality, The contracting authority believes that combining requirements in the requirement specifications and award criteria will give better climate and environmental effect in this competition. We require that all transport must have zero emissions for small and medium sized, and at least emission class Euro 6 for large vehicles, as well as requirements for chemical content in the products. The contracting authority also has requirements for lifetime and guarantee period, use of environmental labels and access to spare parts under the award criteria 'climate, environment and quality', which is weighted with 30%. Prolonged lifetime will be a central measure to reduce the environmental impact of the procurement. There are minimum requirements where we believe the market is ripe for this, while through an environmental criterion we reward market participants who will go further. We believe that the combination of minimum requirements and criteria in sum gives better environmental effect than just using criteria by ensuring a certain environmental standard while allowing tenderers to compete on measures that extend the lifetime of the products.
