Description

The contracting authority ́s objective with this procurement is to enter into a contract for the delivery of an inspisient system, which shall function as the general management and automation system for the inspisient functions. The procurement also includes the accompanying systems for directing communication, accessories, inspections, CUE lighting, infrastructure and text monitors. Parts of the deliveries are separated as options, for i.a. for budgetary reasons. Which options will be released will primarily be clarified during the detailed engineering design phase. The last deadline for triggering options for equipment is the date of hand-over of the facility. See Annex 3 Price Form for an overview of what are the options. The system shall give the inspisient and technical personnel a common tool for management, monitoring and coordination of production related functions. The system is intended as an operational interface between people and technical systems and it shall not replace dedicated sound, lighting, video or technical stage control systems.

Award criteria

Price, Quality of the offered system, Offered Core Team, Implementation plan

How the award is decided

Price The evaluation price consists of the sum of the requested system/sub-system, including all costs associated with the procurement and a 5 year service contract. The system/subsystem for evaluation consists of • Inspisient system (general) • Regikommuikasjon • Hearing • Inspection • Infrastructure • Text monitors The evaluation price does not include an option for a CUE system. See Annex 2 Price Form for an overview of the cost elements included in the evaluation price. Documentation: Complete annex 2 Price Form. The document contains a total of 9 tabs, one for each system/sub-system and an option, service agreement, as well as a sheet for summary (sum) of all prices, where the evaluation price is given., The contracting authority would like a system that is suitable for intended use and that gives a real excess value, at the same time that the system is within the budgetary frameworks. An assessment will be made of the elements below. The various elements are weighted equal to: 1. Technical and functional quality as regards performance and suitability (product data sheet, possibly a description in the solution proposal). 2. Integration and interface (system form, description in the solution proposal). 3. Robustness and operational reliability of the components (described in the solution proposal). 4. User friendliness and system operations (described in the solution proposal, possibly with examples, sketch of inspisientpult etc.). 5. Design/visual expression, possibility for adaptation to existing buildings (product data sheet and description in solution proposal, example pictures). 6. Degree of scalability and flexibility for different sub-systems as regards future changes/expansions (described in the solution proposal). Documentation: The different elements included in the award criteria are documented by the following documentation: • Product data sheet for all products specified in the price form (all sheets). • System form (for individual systems and combined), with the development of how the systems communicate • The tenderer ́s own solution proposal, including any illustrations, examples, sketches, pictures etc. NB! The solution proposal must be structured in accordance with the six factors included in the award criteria, so that it is clear what is being answered. See also detailed requirements for the type of documentation in the italics behind each moment., The team must have a minimum of three, and a maximum of four different resources, with a resource having several roles. This team shall be responsible for the delivery. The team shall cover the following roles: • Project manager (responsible for the engineering design services and any coordination of sub-suppliers) • Programmer • Construction manager, who shall be present daily when there is activity on the building. • Responsible installer The contract will i.a. be evaluated on the following: • Scope of relevant experience in requested roles from the delivery of equivalent systems. Equivalent solutions means the delivery of several of the requested sub-systems/product groups included in this delivery. This factor is somewhat more significant. • How available competence and experience is used to carry out relevant assignments in a way that contributes to high quality in the project implementation. • It is an advantage if the project manager and programmer have good product knowledge. • Measures that ensure progress and quality, in case of any illness and absence from the core team (brief description). • It is an advantage if resources in the core team have experience from work in listed/listed buildings. Only experience for the up to 4 resources included in the four requested roles will be weighted in the evaluation. An overall assessment of the factors above will be made. Documentation: The tenderer ́s own description of the offered core team, of up to 3 A4 pages, font strips. minimum 10. The description must as a minimum contain • the names of offered resources in different roles • Description of relevant experience from equivalent deliveries, including a description of the named project where the resources have contributed, description of the resource's role and work performed in the project. • A description of how the different resources shall be used for various relevant assignments. • any extent of experience from listed/listed buildings, with examples., An overall assessment will be made of the elements below: • Milestone plan, with central challenges and dependencies • Involvement of users (DNS) in the detailed engineering design phase. • How adaptations of the user interface will be facilitated in the completion phase and the trial operation period. NB! Any measures must be binding and included in the price items in Annex 3 in order to get paid. Documentation: The tenderer's own description, including any milestone chart. Maximum 2 A4 pages, font strips. minimum 10, in addition to any schematic presentation of the milestone plan.
