Description

The nature and scope of the work The works include longitudinal road markings, as well as milling for road marking. Innlandet County currently has one preliminary mark, but may require periodical assistance with preliminary marking. The contract area is the entire area of Innlandet County. In the event of contradictions between information in the tender management tool and the attached documents (annex/annex), information in the documents (annex/annexes) applies before information in the tender management tool. The contract period is 2027-2030. The builder and contractor have the mutual option to extend the contract for 1+1 year. Mutual option means that both parties must agree to an option/extension of the existing contract on the existing terms. It will not be possible to renegotiate the contract in connection with the exercise of the option. Any extension of the contract shall be agreed within 6 months before the ordinary operations period expires. The scopes given in chapter D (processes) and chapter E (quantity form) apply per year and are adjustable in accordance with NS 8406 point 19.1, fourth paragraph. The amounts are estimated on the basis of an average of previous years' experience. The contractor must reckon on large variations in the amount performed, as this is situational and, among other things, affected by unpredictable variables such as weather situation, wear, damage damage and financial awards.

How the award is decided

Prices shall be submitted as an annex to the tender as stated in the attached competition documents (annex/annex). A specific price calculation method will not be used. The tenderers shall fill in the total tender sum, excluding VAT in accordance with VAT. E5
, In accordance with the Public Procurement Act (LOA) § 5b, the award criteria in accordance with the second paragraph of the first and second period can be replaced with climate and environmental requirements if it is clear that this provides a better climate and environmental effect. The climate and environmental impact of this procurement is mainly related to emissions from the materials, including drop-on materials, which are used for road marking. Currently there are no comparable EPDs or data that allow calculations on greenhouse gas emissions. The Norwegian Public Roads Administration carried out a market dialogue prior to the contracts that started in 2024, it emerged that the industry needed at least 6 months to prepare EPDs for the road marking materials. The Norwegian Public Roads Administration therefore set requirements for the delivery of EPDs within six months of signing the contract. A very limited number of EPDs were received in these contracts. The received EPDs did not include drop-on materials. The drop-on material (material that shall ensure reflective material) is a major contributor as regards greenhouse gas emissions. The existing EPDs for road marking materials are not directly comparable, which is a prerequisite for using award criteria. The reason is that they are prepared in different places without joint PCR (Product category rules - rules for what the analysis that will form the basis for the EPD shall cover).). In autumn 2024 a new market dialogue was held with the industry, connected to weighting climate and the environment in road marking contracts. In addition, the theme was up at the annual road marking conference. Based on information from the Norwegian Public Roads Administration, we have concluded that it is not possible to weight climate in the competitions for the life cycle modules A1-A3, C1-C4 and D in a way that ensures competition on verbatim terms. A decision has also been made as to whether it is possible to weight the modules A4-A5, but as of now there are no secure methods to ascertain/check that either budget or accounting are based on real values. Based on this, it is not possible to compete on the material's relative climate performance. In order to minimise the material ́s climate impact, it is a requirement to use certified road marking materials with given P-classes. The classes specify the lifetime of the materials. The selection of the P-class will be based on what gives the optimum lifetime of the road markings and thereby reduces the need for new road markings. Expensive and very heavy equipment is used in the implementation phase. The equipment is used throughout the county and marking can only occur during the bare ground season. The costs involved in writing down equipment are therefore high. As of now, there are no zero emission machines in the market and the industry has doubts about whether this could be relevant in the next few years. As a result of the weight of equipment and the same equipment being used nationwide for marking both the state and the counties, it is not considered appropriate to set requirements for zero emission machines now. There are problems connected to the availability of zero emission machines and accessibility to charging stations. It is, therefore, not suitable as an award criterion. In order to ensure the best possible climate and environmental performance in the contracts, it is therefore a requirement that the lorries that are used have the Euro 6 standard and that the site machines have a minimum of Step 4 standard. Furthermore, at least 50% of the site machines shall be in Level 5 standard. In addition to the above mentioned requirements, there are a number of other requirements that will contribute to reducing the climate and environmental impact of the contract, as well as providing the contracting authority with decision-making data to safeguard climate and the environment in the future. This includes, among other things: • Delivery of EPD of materials where available (C.2.28.1) • Reporting greenhouse gas emissions and energy consumption (C.2.28.7). • It is open to contractors to propose alternative solutions that provide gains for climate/environment (C.3.14). • Tenderers are required to be certified or in process of certification, in accordance with NS-EN ISO 14001:2015 Environmental Management Systems - Guideline Specification, EMAS - EU Eco-Management and Audit Scheme, or Environmental Lighthouse for a relevant industry group. • Use of chemical products that are as little health and environmentally damaging as possible (C.2.26.11) Cleaning equipment (C.2.26.13) • Follow-up of the outer environment (C.2.27.1) • That the contractor, during the works, should take the environment into consideration (C.2.27.2) • Waste management requirements (C.2.27.3). • Machinery is required to be equipped with absorbent agents for collecting traffic and environmentally hazardous spills (C.2.27.5). It is considered that the requirements are at a high level as regards what the market can deliver on and that it cannot be achieved better effect by letting the tenderers compete for the same conditions. Inland County deems, on this basis, that the climate and environmental effect achieved through the requirements set is better than the use of climate and the environment as the award criteria. Innlandet county therefore uses climate and environmental requirements in the requirement specifications, cf. the Public Procurement Regulations § 5b. second paragraph, third period.
