How the award is decided

Price, Competence and experience for the offered resource, This procurement is for museum operations at Gamlehaugen, including public service, communication, guided tours, events, ticket and public services, cleaning, clearing and waste handling. The most significant environmental impact of the procurement is related to waste that occurs through public activities, events, sales articles and the use of consumables. Environmental requirements are set for products and waste management through a separate annex to the competition in order to safeguard these environmental considerations. The requirements include, among other things, the use of environmentally labelled cleaning agents, substitutes for health and environmentally hazardous substances and the requirement that waste is sorted and placed in suitable containers at the property. Statsbygg has assessed that the potential for further climate and environmental gains through a competition for award criteria is limited. The procurement mainly concerns operational services, and the tenderers ́ possibility to achieve significantly better environmental performance than that stated in the requirements and character of the delivery, is considered small. An award criteria weighted by 30 percent is therefore expected to provide a limited degree to provide better climate and environmental effect than the requirements set for the delivery. Based on this, the terms are being assessed to use the exception in the Norwegian Public Procurement Regulations § 5 b second section of the third period as fulfilled.
