Description
Background Troms County shall upgrade the navigation simulators at Nord-Troms sixth form college, skjervøy school and Senja sixth form college, Department Gibostad. The procurement will be carried out to ensure modern, stable and future orientated simulator systems that support maritime training in accordance with the current requirements and needs of teaching. The current simulator park consists of equipment from different generations, with parts of the system being from 2014-2015. This leads to challenges connected to compatibility, operation, maintenance and support. The county therefore needs a more comprehensive system with more favourable functionality, simple administration and better interaction between the systems at the two school places. The simulators shall be used in training within navigation, vessel manoeuvring, radio communication, interaction and situation comprehension. The system shall support both the continuation of existing courses and the development of new training offers, and it shall be able to be used in teaching several certificate courses as well as by external users. It is therefore important that the system provides realistic training possibilities, high educational value and good user friendliness for both pupils, teachers and instructors. Description of the assignment The contract is for the delivery, installation and commissioning of complete navigation simulators for both school places. The delivery shall include simulator stations for pupils and instructors, the necessary hardware and software, the accompanying licences, cabling, integration with relevant existing equipment and adapted furnishing. The delivery shall be complete and ready for use when taking over. The system shall facilitate realistic training in navigation, manoeuvring, GMDSS communication, interaction between vessels and exercises across disciplines. The simulators shall be able to be controlled together from the instructor station, support joint scenarios and give good possibilities for real time management, recording, documentation and evaluation of exercises. Flexibility is also wanted for future expansions and integrations, including an option for a fishing module. The assignment includes further training in use and operation, documentation, proposals for a room system and any infrastructure requirements, as well as a service and maintenance agreement with support and access to spare parts. The system shall contribute to safe and efficient operation over time, with emphasis on user friendliness, central administration, upgradability and interaction between the simulator installations at the two schools.

How the award is decided
Price shall include all expenses and costs connected to the delivery of a complete and completed simulator park, ready for use by the Contracting Authority. As a result, the total price shall include costs for, among other things, but not limited to the delivery and freight (including travel and living expenses for the tenderer), installation, installation, training, licence costs, required warranty time, service, technical support, as well as any necessary quality assurance activities and test procedures. The price shall also include an option for a fishing module. It is emphasised that the contracting authority will not accept costs beyond the stated total price.", Evaluation of documentable climate and environmental properties at the delivery, for example, energy efficient components, lifetime and upgradability/modular structure, use of standardised hardware that enables reuse, maintenance and lifetime., The procurement is covered by the rules of the Public Procurement Act § 5b, which includes requirements for safeguarding climate and the environment in public procurement processes. The contracting authority considers that combining climate and environmental considerations as the award criterion with climate and environmental requirements in the requirement specifications gives a better climate and environmental effect than only using climate and environmental considerations as an award criterion in the competition, cf. the Public Procurement Regulations § 5b second paragraph of the third period. The contracting authority has therefore chosen to use both climate and environmental considerations as the award criteria, as well as to set minimum requirements for climate and the environment to ensure that the procurement results in the desired climate and environmental effects. Moderate climate and environmental risks have been identified for navigation simulators, mainly related to extraction of raw materials, the production and operation phase, which makes up most of the procurement ́s total climate footprint. Both DFØ, the European Commission's Joint Research Centre and relevant guidelines point out that the most efficient way the contracting authority can reduce climate and environmental impact is by setting requirements that promote long lifetime, repairability and reduced replacement. There are minimum requirements that underpin long lifetime, repairability and reduced replacement by requirements for spare parts and system upgrades for ten years, modular structure, energy efficient components and standardised hardware. Minimum requirements for remote support and remote updating will reduce the need for physical attendance and the climate footprint associated with travel. Requirements for disposal and packaging shall ensure the desired climate and environmental effects connected to resource efficiency and waste reduction. At the same time, the contracting authority sees environmental added value by awarding tenderers for increased levels of modular structure, energy efficiency and standardised hardware. These elements will therefore be evaluated as part of the award criterion Climate and Environment in the competition., Evaluation of the system ́s requirements for training and delivery., Evaluation of requirements, Visual display in a large screen over monitor based instrument monitors., Evaluation of how well the system interacts with the existing equipment and supports simple administration across schools, common scenarios between several disciplines, driving from the same instructor in the same exercise, integration with the relevant existing equipment/debrief system as well as flexibility for future integrations and options, particularly the fishing module.
