Description

Background and purpose The objective of the procurement is to enter into a contract for the delivery of a fee handling system for all municipal charges. The contracting authority chooses to enter into a contract with the following contract period: 2 years +1 year +1 year + 1 year + 1 year + 1 year + 1 year with extension. The maximum duration of the framework agreement is eight years. The duration is stipulated pursuant to the Procurement Regulations § 26-1 fourth paragraph and is justified by particular conditions connected to the purpose of the contract. The procurement involves comprehensive establishment, implementation, data migration, integrations and training connected to the system for municipal fee management. The contracting authority therefore considers that a longer contract period is necessary to ensure a proportional distribution of the establishment costs and a stable and efficient system management. The estimated contract value for Færder kommune is NOK 5,500,000,000 over an 8 year period. Option: Holmestrand municipality will be given an option to join the contract. The municipality ́s existing agreement expires in June 2028 and the municipality can, therefore, use the contract for the remaining part of the agreement period, estimated to be 6.5 years. The annual procurement extent for Holmestrand kommune is estimated to approx. NOK 500,000 excluding VAT, based on 2026 level, and is only provided as a guiding extent. A description of the procurement, its purpose and scope can be found in the contracting authority ́s KGV. See the requirement specifications for a comprehensive description of the delivery.

How the award is decided

Under this criteria, associated requirements will be assessed., The price form will be assessed under this criteria., The contracting authority has assessed the procurement ́s climate footprint and environmental impact. The procurement concerns access to an existing, ready developed fee handling system, and the delivery does not result in the production of physical products, significant transport or specific hardware procurement. Based on this, the procurement is considered to have an immaterial climate footprint and an immaterial environmental impact. The exception in the Procurement Act § 5b third section is therefore used, and climate and environment are not weighted as the award criteria.
