How the award is decided

Price (35–45%) Documentation requirements: Completed document “Prisskjema”. The price shall be stated as an hourly rate for each staff category, in accordance with the pricing matrix. The hourly rates will be evaluated by weighting each tendered hourly rate according to predetermined percentage shares for each staff category. The tender with the lowest total weighted price will receive the highest score. The stated percentage shares are intended solely for evaluation purposes and may differ from the actual distribution of services purchased under the framework agreement. The tendered hourly rates for each staff category shall constitute maximum rates for call-offs under the framework agreement, including both direct call-offs and mini-competitions. The specific weighting will be stated in the invitation to tender following completion of the qualification and selection process., Delivery capacity and availability of resources by discipline (20–30%) Documentation requirements: The tenderer shall submit a description of no more than four pages, using Arial font, font size 11, line spacing of 1.15 and margins of 2 cm. The description shall explain how the tenderer will ensure stable and reliable access to the necessary expertise throughout the contract period, including measures for managing fluctuations in capacity, expected response times for call-offs, and how any surplus capacity will specifically benefit the contracting entity, for example through short response times and sufficient coverage during periods of high call-off volume. The description shall include an organisational chart showing the coverage of the relevant disciplines. The tenderer shall describe the resource capacity available within each discipline during the contract period, including the number of resources in each staff category that can be made available for assignments under the framework agreement. This shall be documented by completing the document “Ressursdekning per fagområde”. The completed matrix will form part of an overall assessment. The evaluation will not be based exclusively on the number of resources available to the tenderer. The specific weighting will be stated in the invitation to tender following completion of the qualification and selection process., Understanding of the assignment and delivery methodology (25–35%) Documentation requirements: The tenderer shall submit a brief description of no more than three pages, using Arial font, font size 11, line spacing of 1.15 and margins of 2 cm. The description shall set out the tenderer’s understanding of how engineering and design assignments under the framework agreement will be carried out. It shall include measures to reduce risk, the proposed delivery methodology, and an explanation of how climate and environmental considerations are integrated into the tenderer’s working methods. The specific weighting will be stated in the invitation to tender following completion of the qualification and selection process.
