Description

Purpose The aim of the procurement is to enter into a contract for consultancy services for reviewing and mapping landslides and flood hazards in Rendalen municipality. Rendalen municipality needs updated and documented knowledge on landslides and flood hazards as a basis for safe area management, building application processing and stand-by. The municipality lacks necessary danger zone maps for flooding in the relevant waterways and there is a need for avalanche hazard assessments in several areas. In 2026, the municipality has received a grant of financial grants from the Norwegian Water Resources and Energy Directorate (NVE) to carry out investigations of safety against avalanches in steep terrain in nine areas and danger zone mapping of floods in four waterways. In order to ensure uniform and efficient execution, the assignment is announced as one combined procurement. The procurement shall provide the municipality with a basis in accordance with relevant requirements and guidelines, including NVE ́s guidelines for flood mapping and applicable requirements for safety against danger to nature. The results shall be able to be used further in planning, case handling and stand-by work. Contract 1: Review of flood and avalanche hazards Contract 2: Independent quality assurance control Contract 1 will be awarded to the tenderer ranked as number one. Contract 2 will be awarded after evaluation between the remaining tenderers who have not been awarded contract 1, in accordance with the applicable award criteria. Scope The procurement is for consultancy services for reviewing, assessing and mapping avalanche and flood hazards in Rendalen municipality. The assignment includes examining safety from avalanches in steep terrain in nine areas and danger zone mapping of floods in four waterways, as stated in the attached map and area descriptions. The delivery shall include the necessary professional surveys and analyses for the relevant areas and waterways, including review of the available data basis, site inspections, relevant calculations and modelling, as well as the preparation of reports and map products. For flood mapping, the delivery shall, among other things, provide a basis for the identification of flood-prone areas and the accompanying flood zones and flood depths. Documentation and map basis shall be submitted that the municipality can use in area planning, building application processing and stand-by. The delivery shall be clear, verifiable and adapted to further use in the municipality ́s administration. The assignment shall be carried out in accordance with the competition documents and the requirements and guidelines that apply for these types of reviews.

How the award is decided

Evaluation of a total tender price for the entire assignment, including all the necessary surveys, site inspections, analyses, modelling, reports, map products, GIS deliveries and presentations required to deliver complete documentation in accordance with the tender documentation., Under this criteria, the quality of the tenderer's work schedule and progress plan will be assessed. Emphasis will be put on whether the tender shows an appropriate, realistic and feasible plan for the execution of the assignment, including collection of basic data, field work/site inspections, modelling, documentation, quality assurance and interaction with the contracting authority. Emphasis will also be put on how the tenderer ensures that the delivery has sufficient quality to be approved by NVE, including routines for internal quality assurance, inspection of professional assessments, documentation and handling of any deviations or need for supplements. the criterium will be assessed associated requirements., Tenderers shall state the name of the offered key resources that are indicated in the assignment. Key resources means minimum engineering geology, natural geology, geology, geotechnics, hydrology and meteorology. Tenderers shall, for the offered key resources, document relevant education, professional competence and experience from equivalent assignments. CVs and relevant experience projects shall be enclosed, showing the resources' experience with engineering design services for avalanche/landslide protection, geotechnical assessments, construction/installations and any watercourse related conditions. This shall be documented with a CV and project list with the contracting authority, type of assignment, size and delivery date. Particular emphasis will be put on documented competence and experience from assignments that are subject to quality assurance requirements, authority processing and/or certification from NVE or equivalent specialist authority., Cf. the Public Procurement Regulations § 7-9 Climate and environmental considerations in public procurements, the requirements and criteria shall aim at reducing the procurement ́s total climate footprint or environmental impact. Climate footprint and environmental impact are therefore considered immaterial and there are, therefore, no special requirements regarding climate and the environment have been set. The reason is that this is a consultancy service and the delivery mainly consists of engineering design services for avalanches and landslide protection in Rendalen, which normally results in a very limited climate footprint and environmental impact., Tenderers shall enclose a description of work arrangements and quality assurance, as well as a progress plan for the execution of the assignment. Under this criteria, the quality of the tenderer's work schedule and progress plan will be assessed. Emphasis will be put on whether the tender shows an appropriate, realistic and feasible plan for the execution of the assignment, including collection of basic data, field work/site inspections, modelling, documentation, quality assurance and interaction with the contracting authority.
