Description

Purpose The aim of the procurement is to cover Tynset municipality ́s need for organisation of clinical veterinary duty in accordance with the Animal Health Personnel Act. The agreement shall ensure a satisfactory scheme for clinical veterinary duty services in the duty district, so that necessary veterinary help is available outside ordinary working hours. The veterinary duty is also on stand-by against serious infectious animal diseases and shall contribute to safeguarding good animal welfare. The municipality intends to enter into a contract with up to five veterinary surgeons. One of the veterinary surgeons shall be responsible for the duty. The security guard officer shall be responsible for preparing and following up the roster and coordinating the work of obtaining temporary staff for short-term absences. The assignments and authorisations that follow the role are further described in the requirement specifications and contract. In the event of prolonged absences or a lack of veterinary coverage, the municipality can hold a supplementary competition in the contract period. Each tender shall apply to one named veterinary surgeon. If a tenderer would like to offer several veterinary surgeons, a separate tender shall be submitted for each veterinary surgeon. Each tender will be assessed independently and in a competition with the other tenders. Tenderers shall use their expertise and competence to contribute to fulfilling the aim of the contract throughout the entire contract period. Scope The procurement concerns veterinary duty services outside ordinary working hours in Tynset duty district. The duty scheme shall cover the entire year. The ordinary scheme is based on one veterinary surgeon on duty. There will be two veterinary surgeons on duty at the same time during an annual lamming period of 6 weeks. The date of the period will be determined by the municipality in consultation with the veterinary surgeons. At full manpower, the ordinary duty load as a starting point will be divided between five veterinary surgeons. The concrete duty distribution will be determined through the duty plan. From January 1, 2027 Tynset municipality pays a municipal supplement equivalent to the state security guard allowance. The total allowance for ordinary shifts is therefore twice the at any given time applicable government rate. The allowance in the lactation period and other provisions on calculation and payment is stated in the contract. If a scheduled guard is left uncovered and cannot be covered through a shift exchange or an approved temporary staff, the other veterinary surgeons can be asked to take over the duty. It is voluntary to take on such extra guards. Extra guards at water can be paid according to the same model as ordinary security guards. Supplements will not be given separately as a result of the water and sewage. The duty responsible veterinary surgeon receives the entire annual government administration grant awarded to Tynset kommune for the duty scheme. The grant is paid to the duty officer from 2027 in accordance with the municipal council ́s decision. The certificate is in accordance with the governmental award and it can therefore be changed during the contract period. The operating subsidy is not included in the contract from 1 January 2027. The contract includes requirements for wages and working conditions in accordance with the Public Procurement Act § 5 e. The scope is described in more detail in the requirement specification and contract.

How the award is decided

The criteria shall highlight to what degree the offered veterinary surgeon has relevant and updated competence and experience that adds value beyond the minimum requirements and which contributes to a professionally reliable and robust veterinary duty. The assessment will be carried out on the basis of the associated evaluation requirement., The criterium shall highlight how the offered veterinary surgeons will carry out their part of the assignment and contribute to a stable and well-functioning duty scheme. Particular emphasis will be put on concrete and feasible solutions for availability, handling unforeseen situations, information sharing and cooperation. The contracting authority shall also emphasise documented experiences from the offered veterinary surgeons' implementation of previously comparable assignments. This includes both the contracting authority ́s own experiences and experiences obtained from external references. The experience must apply to the named veterinary surgeon and be of relevance to the expected quality of the veterinary duty., The procurement will be carried out in accordance with the public procurement regulation part IV. The relevant climate and environmental impact of the procurement is mainly connected to transport by carrying out the veterinary duty. Climate and environmental considerations are therefore taken care of through requirements in the requirement specifications on the limitation of unnecessary driving and idling, use of digital meetings or coordinated transport when practical, and the choice of vehicles with lower climate and environmental impact when replacing in the contract period. The requirements apply to all veterinary surgeons who are awarded the contract and therefore ensure that climate and environmental considerations are taken care of throughout the entire contract period. At the same time, the requirements are adapted to the service ́s stand-by character and the local weather, road and driving conditions. The measures shall not be at the cost of response time, animal welfare, traffic safety, accessibility or veterinary preparedness.
