Merilo za izbiro najugodnejše ponudbe je v skladu s 84. členom ZJN-3 ekonomsko najugodnejša ponudba., Za nominiranega vodjo projekta se upoštevajo dodatne reference, kjer je nominirani kader sodeloval v vlogi vodje projekta pri referenčnem delu, ki je vključevalo naloge s področja zračnega laserskega skeniranja in/ali aerofotogrametrije, kjer je gostota točk minimalno 10 točk/m2 in ločljivost ortofota največ 20 cm (DTI) v skupni površini vsaj 5.000 km2. Točkovanje: nič dodatnih referenc - 0 točk, najmanj ena (1) dodatna referenca - 5 točk.
