Za naročnika ekonomsko najugodnejša ponudba v sklopu po merilu cena pomeni ponudbo, ki izpolnjuje zahteve naročnika iz povabila in katere skupna končna ponudbena vrednost brez davka na dodano vrednost je najnižja.
