Naročnik bo v drugi fazi dinamičnega nabavnega sistema posamezno javno naročilo oddal ponudnikom, ki bodo za posamezno kategorijo in lokacijo oddali dopustno ponudbo ter sprejeli pogoje, določene v dokumentaciji v zvezi z oddajo javnega naročila. Naročnik določa, da se storitve izvajajo po veljavni priznani vrednosti ZZZS, zmanjšani za fiksni popust, ki ga naročnik določi pri vsakokratnem pozivu (povpraševanju) in ki velja za vse ponudnike. Naročnik bo v posameznem povabilu določil konkretne storitve, organizacijsko enoto, predvideni obseg oziroma količine ter morebitne posebne strokovne, tehnične in izvedbene zahteve posameznega naročila.
