Description

In connection with project no. 1263101 (UiO HSH Facade Rehabilitation), Statsbygg invites tenders for the design-build contract K202 Ventilation Units.This design-build contract (K202) primarily entails replacing existing ventilation units with new ones in the rooftop plant room. Additionally, related technical installations will be upgraded. This design-build contract (K202 Ventilation Units) will be assigned to the main design-build contractor responsible for the facade rehabilitation (K201 Facade Rehabilitation). Installation and commissioning of the new ventilation units are scheduled for the summer of 2027, taking advantage of the university's low activity level during the May–August period.A site visit for all tenderers will be held on Tuesday, 13 October 2026, from 13:00 to 14:30 at Forskningsveien 3, 0373 Oslo.The contract includes the following options, as described in the Requirements Specification:Option 1: New supply riser to the rooftop plant roomOption 2: Cleaning of ventilation ducts

How the award is decided

Price, Quality – competence of the personnel provided, This procurement concerns the replacement of a ventilation unit. It has been assessed that the climate and environmental impact associated with this procurement primarily relates to:greenhouse gas emissions from energy use during the operational phase,impact on the external environment resulting from waste generation during the dismantling of the existing ventilation system.To reduce the procurement's overall climate footprint and environmental impact, specific environmental requirements have been included in the requirements specification. It has been assessed that these requirements will yield a better climate and environmental outcome than using climate and environmental considerations as an award criterion.To reduce energy consumption during operation, requirements have been set for a Eurovent-certified ventilation unit, with performance specifications ensuring energy efficiency. The new ventilation unit is to be installed in the existing technical room and connected to the existing ductwork. Requirements regarding heat recovery, leakage control, and SFP values ​​have been set at the upper end of the performance range, given the building's existing conditions (size of the technical room and connection to the existing duct network).The existing unit to be removed is of such an age and condition that further reuse is not considered technically viable. To mitigate negative climate and environmental impacts associated with the dismantling and removal of the existing unit, strict requirements have been set regarding high overall waste sorting rates, specific sorting fractions, and metal recycling. Given the requirements established to reduce the procurement’s climate and environmental impact, it is considered unlikely that there is potential for competition regarding superior climate and environmental performance that could be leveraged through award criteria.On this basis, the conditions for applying the provision in Section 5 b, second paragraph, third sentence of the Public Procurement Act (LOA) are deemed to be met. Statsbygg is therefore exempt from the obligation to assign a weight of at least 30 per cent to climate and environmental considerations or to prioritize these among the three most heavily weighted award criteria.
