How the award is decided

Price, Assignment comprehension, It is in accordance with the Public Procurement Act §5b that the award criteria for the environment can be replaced or combined with climate and environmental requirements, if this gives a better climate and environmental effect. The framework agreement mainly includes maintenance of fire alarm systems. The execution of such assignments involves significant transport activity, and it is considered that this is by far the largest source of environmental impact for this agreement. In order to reduce these emissions, Oslo municipality ́s standard contractual requirements for transport are used, which means that the tenderers are obliged to use emission-free vehicles when carrying out all contract works. By establishing the use of zero emission vehicles as a binding contract requirement, rather than using it as the award criteria, it is ensured that all tenderers who enter into the framework agreement actually operate emission-free. A model awarded in the evaluation where the degree of emission-free vehicles will not be awarded the same guarantee, as suppliers with partially fossile vehicles could still be awarded a contract. This approach thus contributes to minimising the framework agreement's main source of emissions in a more efficient and predictable way, and it is assessed on this basis that adopting the environment as a contractual requirement rather than as the award criterion provides better environmental effect.
