Description

Background and purpose Engerdal, Trysil, Stor-Elvdal, Åmot, Folldal, Os, Rendalen, Tolga, Tynset and Røros municipalities intend to enter into framework agreement for the purchase of office supplies and free school material for use in municipal administration, nurseries and schools. The objective of the procurement is to achieve deliveries of good quality at the lowest possible price and with efficient ordering and delivery routines. Tenderers shall use their expertise and competence to contribute to fulfilling the aim of the contract. Scope The procurement is for the delivery of office supplies and free school materials, see the requirement specifications for further information. This is a framework agreement and does not carry any purchasing obligation from the contracting authority. Changes in organisation, budget and routines can affect the total volumes. The deliveries shall be delivered directly to the contracting authority ́s service locations that are in the order, within normal office hours. Other service locations may also use the agreement. Complete delivery includes all the necessary documentation and any training. The documentation includes all written material delivered in the contract period. The materials delivered are the contracting authority ́s property and can be freely used by the contracting authority for this and other relevant purposes. Tenderers shall hold a start-up meeting at the latest 2 weeks after the contract has been signed, where all contracting authorities shall be represented.

How the award is decided

The tenderer ́s description of the delivery system, order processing, claims and return routines, customer follow-up, service and e-commerce system will be evaluated., The environmental labelling of the offered products and the tenderer's transport system will be assessed under the criterium climate and environment. Emphasis will be put on the share of environmentally labelled products and how the tenderer reduces the transport ́s environmental impact through coordination of deliveries, good capacity utilisation and appropriate route planning., The prices shall be given excluding VAT, and they shall include all the relevant costs and duties for executing the goods delivery. All costs not stated or specified will be seen as included. The tender prices shall be stated in the attached price form. All the fields shall be completed. The form cannot be changed with new item lines or columns. It is the tenderer ́s responsibility that the price form is completed completely and correctly. If there is contradiction between the information in the price form and the tender letter, the information in the tender letter will take precedence. The price form ́s tender sum constitutes a shopping bag that estimates the contracting authority ́s annual procurements and provides a basis for assessing the award criteria "price". The price of products not stated in the price form shall have the same calculation as the prices in the price matrix. This also applies to new products that replace products in the price form. The offered product shall have the same price for all available colours where assorted colours are described. The varespesifikasjonen is based on statistical amounts in the previous contract. Article descriptions can, therefore, be named with the product name and/or manufacturer. In such cases this is given to describe the product's distinctive character in relation to quality, function and pack size. Without exception, products/articles of the same function, quality and similar pack size (volume per unit) can be offered.
