Description

116 fans shall be purchased for three different tunnels in western Norway. E39 Lyderhorntunnelen - 28 E39 Byfjord tunnel - 43 E39 Mastrafjord tunnel - 45 The fans shall be assembled by the contracting authority's contractor in the area. We have divided the delivery into three lots for possibilities for faster delivery.

How the award is decided

Completed Annex 3 Price Form - 28.09.2026, Justification for not weighting climate and environmental considerations with a minimum of 30 % The procurement is for the delivery of ceiling mounted fans for use in the existing tunnels. The product that is procured is to a large degree technical and functionally predefined. The fans must fulfil concrete and absolute performance requirements, including specific requirements for air quantity, operational security and dimensions, so that they can be integrated into existing tunnel structures and technical installations without a need for adaptations. Based on the strict and detailed technical requirements, tenderers have very limited scope of action to offer alternative solutions. There is no actual competition for technical or conceptual choices that can make a significant difference in climate or environmental impact between the tenders. A weighting of climate and environmental considerations as the award criterion will, therefore, not effectively help separate the tenders from each other, and the criterion will, in all probability, give an equal or almost equal value to all qualified tenders. Furthermore, as far as the contracting authority is aware, alternative technologies or products within this product category are not available, which have documented significantly lower climate footprint, and at the same time fulfil the stipulated performance and dimension requirements. The market is therefore mature and standardised, with no identifiable environmental innovations that can be exploited through competition on award criteria. Based on this, the Contracting Authority considers that the use of climate and environmental considerations as the award criterion weighted with a minimum of 30% will not produce real climate or environmental effect. It is therefore considered more suitable to safeguard climate and environmental considerations through concrete and verifiable requirements in the requirement specifications, for example, connected to energy efficiency, material use, lifetime, maintenance requirements and compliance with relevant standards. The contracting authority considers overall that this approach provides better goal achievement in terms of reduction of climate footprint and environmental impact, than a formal weighting of climate and environmental considerations as the award criterion.
