Description
The procurement shall cover the need for ticket sales and information desks and lockers at the Viking Age Museum. The procurement concerns engineering design, production and establishment of an integrated information counter and changing rooms as part of an ongoing construction project, including necessary construction works, building floors, integration and assembly at the construction site. The information counter shall be a central part of the former Oseberg wing of the existing building, now Vestibylen, which becomes a central point of contact for the public on the way both in and out of the museum. Changing rooms for the public shall be placed over three floors, in the former Oseberg wing in the existing building. The area is expected to have a high impact on persons, by a broad target group of visitors. The requested functionalities shall have a high level of quality, both as regards execution, functionality and durability.

How the award is decided
Price, Quality, Justification for use of the Norwegian Confederation of Trade Regulations § 5 b second paragraph of the third period. This procurement is for the procurement of info desks and lockers for the Viking Age Museum. The most important climate footprint and environmental impacts in this procurement are: -Climate gas emissions and resource consumption of the materials in the info desk and lockers. -Potentially dangerous and high-imitating substances for use in paint, paint, paint, etc. in info desks and lockers. Concrete environmental requirements have been set in the competition in order to reduce the procurement ́s total climate footprint and environmental impact. It has been estimated that these requirements will give a better climate and environmental effect than the use of climate and environment as the award criterion. Wood products have been chosen to minimise greenhouse gas emissions from the procurement. Certified wood is required in order to minimise the resource consumption from the procurement. Environmentally labelled products are also required to avoid hazardous substances and high-emitting substances in paint, paint, paint, etc. Statsbygg has assessed that the potential for further climate and environmental gains through a competition for award criteria is limited. This is because the requirements are best practice-level for the conditions that affect the environmental and climate impact the most in the procurement. An award criteria will therefore, to a small degree, be expected to provide better climate and environmental performance than the stipulated minimum requirements. Based on this, the terms for utilising the provision in the Norwegian Public Procurement Regulations § 5 b second paragraph of the third period are being assessed as fulfilled. Statsbygg is therefore exempted from the obligation to weight climate and the environment with a minimum of 30 percent or prioritise this among the three highest weighted award criteria.
