Description
Background The vocational college in the north needs to strengthen education within additive manufacturing and to increase the capacity for teaching close to practice. The procurement shall contribute to the students having access to modern equipment and work methods that are relevant for the current and future needs in industry and technology. There is a particular need to establish a training offer that combines additive metal production with robotised process comprehension. The system shall support teaching, training and prototyping and give teachers and students a better opportunity to work practically with material laying and related production processes. The equipment shall be able to be used in the school ́s existing workshop, but it is assumed that teachers must receive the necessary training before the system is used in ordinary use in teaching. Tenderers must therefore offer a system that is suitable for use in the educational environment and that safeguards basic safety when training student groups. Description of the assignment The contracting authority shall procure a robotic 3D printer for metal wire and associated equipment as a complete system for teaching purposes at the vocational college. The procurement includes equipment that shall be used for practical teaching, prototyping, training and training in additive metal production, including robotic threads based on metal laying with a laser or arc. The delivery shall include the necessary main equipment, relevant additional parts and software for slicing, robotic railway and process management. Furthermore, the delivery shall include installation, commissioning and training of teachers so that the system can be used in a proper and appropriate way. The offered system shall be CE marked and adapted to use in an educational environment. It is a prerequisite that the delivery in total provides a functional and secure system that can be integrated into the existing workshop facilities and support the school ́s need for practical training.

How the award is decided
Assessment of how well the system covers the need for practical education, prototyping, training and training in additive metal production, including robotic welding and material spreading. Emphasis will also be put on how suitable the system is for use in teaching environments and integration in the existing workshop., Assessment of the system ́s safety for training student groups, CE marking, adaptations to the teaching environment, as well as the quality of the plan for installation, commissioning and training of subject teachers so that the system can be properly and appropriately used., Assessment of offered software for slicing, robotic path and process management, including user friendliness, relevance for teaching purposes and support for teachers and students ́ practical work., Evaluation of the total offered price for the complete delivery, including main equipment, relevant additional parts, software, installation, commissioning and training., The procurement is covered by the rules of the Public Procurement Act § 5b, which includes requirements for safeguarding climate and the environment in public procurement processes. The contracting authority considers that defining with climate and environmental requirements in the requirement specifications gives a better climate and environmental effect than only using climate and environmental considerations as an award criterion in the competition, cf. the Public Procurement Regulations § 5b second paragraph of the third period. The contracting authority has therefore chosen to use climate and environmental considerations as environmental requirements in the requirement specifications, to ensure that the procurement results in the desired climate and environmental effects. For robotic 3D printers, the climate intensity is estimated to be high, and central environmental impacts are connected to resources in the production phase, energy consumption and emissions when operating and special waste in the disposal phase. The contracting authority can reduce climate and environmental impacts with efficient measures in accordance with the principles in the waste hierarchy, by setting requirements that promote long lifetime, energy efficiency, repairability and reduced replacement. There are minimum requirements that underpin long lifetime, repairability and reduced replacement in connection with spare parts requirements and be designed for a long lifetime and maintenance for a minimum of five years. Minimum requirements for which consumables are used and how surplus materials, packaging and production residue can be handled in an environmentally responsible manner. Requirements for disposal and packaging shall ensure the desired climate and environmental effects connected to resource efficiency and waste reduction. The market dialogue underpins that the requirements are apt for the significant climate footprints and the environmental impact, as well as the market being ripe to fulfil the requirements. By setting these minimum requirements, one can achieve major climate and environmental effects, rather than setting it as an evaluation requirement where one will not be sure if it gives the same amount.
