Description

Background Karmsund Sixth Form College shall use a new workshop building and establish new classes in technology and industrial sciences (TIF) at VG1 and VG2. The school therefore needs new workshop equipment adapted to teaching pupils of different skills levels. The procurement shall ensure educational suitable, secure and robust equipment that supports learning objectives. The equipment shall be simple and safe to use, have good ergonomics and tolerate daily use in teaching environments. The contracting authority also needs systems with a long lifetime, good repairability and access to service and spare parts in order to reduce interruptions in operations. Description of the assignment The procurement is for the delivery of manual workshop machines to Karmsund sixth form college for practical education within TIF in the school ́s new workshop building. The procurement will be carried out as one contract and comprises the following machines: manual lathe, manual milling machine, drill drill column and band saw. The delivery shall also include assembly, commissioning, necessary documentation and training of teaching personnel. The equipment shall be suitable for use in teaching, have good security functions and it shall be suitable for pupils and teachers. The systems shall be reliable and maintenance friendly and the tenderer shall be able to offer service and spare parts during the equipment ́s lifetime. Delivery ought to be made in week 11 in 2027, or at another point in time as agreed with the contracting authority. If the delivery cannot be delivered directly to the school at the agreed time, the tenderer shall ensure any temporary storage at their own expense and risk up until delivery. The contracting authority has an absolute upper budget limit of NOK 3,000,000 excluding VAT. Tenders exceeding this frame will be rejected. The contracting authority reserves the right to cancel the competition if an acceptable tender is not received.

How the award is decided

The contracting authority will, under this award criteria, assess the quality of the offered machines, particularly increasing the minimum requirements. The responses shall give a total account of the conditions that the contracting authority will emphasise in assessing the machines ́ suitability for educational use, including robustness and reliability, pedagogical suitability for students of different skill levels, intuitive and secure operation through marking and user interface, as well as which central work operations and learning relevant functions the equipment supports. The description ought to be structured per machine type and account for any limitations that the contracting authority ought to know about. The date for the delivered and ready for operations is also emphasised in this competition, and the delivery time on the contracting authority would like a better date than the stated desirable date. Tenderers can provide up to one reference per machine type from the educational place, if available; missing references do not give any deductions in the evaluation, but the provided references can be contacted and can be included in the evaluation of the information in the reply. The contracting authority reserves the right to contact the stated references. The contracting authority will place the greatest emphasis on the lathes in the evaluation, but will assess the tender offer in total based on the offered machines. The contracting authority will carry out an overall quality assessment of the response., Under this criteria, associated requirements will be assessed., Evaluation of the combined tender price for the relevant sub-contract, including delivery (tenderer must provide a forklift or other equipment for providing delivery all the way to the workshop), assembly/carrying where relevant, commissioning, necessary documentation and training of teaching personnel. Any options on a service contract shall not be included in the evaluation when these are expressly stated not to be part of the price or quality evaluation. All prices shall be excluding VAT and NOK. The price per machine shall be inclusive of transport, installation, training and commissioning. There shall not be any other costs, nor price adjustments for currency holding or other reservations regarding price changes. Tenders containing this can lead to rejection in accordance with the public procurement regulations. All costs of training employees at the school and travel and stay for the installation of the machines shall be included in the price. As a result, there shall be no more costs than those stated in the price matrix. The price shall be supplemented in the price matrix. Tenderers shall state prices per machine here. Price for an annual service contract and what it entails in the tender letter. A decision on whether a service contract shall be included will be made before the contract is signed. Tenderers shall also state the price of an option for up to 2 extra manual lathes. The price shall comply with the same requirements for the pricing as above and all other requirements, and it shall be enclosed with the tender.
